That looks distinctly like a proxy server or firewall problem to me.

Are you running XP SP2 with the firewall enabled? If so make sure that boinc_gui.exe is an allowed application.

If you're using another firewall does it have any restrictions on port 80?

I´ve got the same problem with my Linux box here. I even disabled the firewall completely, but that didn´t help me out. Can you?
There´s no proxy server running.
