Differences in time scale actual and perceived by the modle

It is quite safe to set this so that BOINC runs all the time, unless you are really having problems getting other programs to run. Other reasons why you might see this include being attched to more than one project (BOINC switches between them rather than running both together), or using the unpatched BOINC version 4.45 which has a bug.
