There is a known bug that if you have any other venue specific preferences active, this feature will not work. Delete the other preference settings, (work, home, etc...) and only use the default. BOINC is very low priority, so it gets out of the way of most applications. If something comes along running a lower priority than BOINC, the opposite happens and BOINC holds them up.
